I recently went through the same issues with a 90TT in Ontario. I replaced both 02 sensors after consulting with Greg. One heater tested open-circuit and the other didn't appear to be working well enough to keep the sensor hot at low engine speeds. Greg said that there isn't enough heat retained around the 02 sensor with the pre-cats removed. There were no issues with the HC or CO on the high speed test, same as yours. I did the vacuum trick and retarded the timing to 10ish deg for a pass. I have DP's, no EGR, no AIV, factory cats and a Specialty Z chip.
